A Hartford Courant article highlights racial disparities at juvenile jails and looks at State efforts to reduce inequities in juvenile justice, starting at the point of arrest. With as many as 20 percent of juvenile arrests occurring at schools, the juvenile court has put in place school-based diversion programs that have school personnel calling in mobile-crisis workers rather than police officers when appropriate to deal with problems.
